I always heard if you put your hair in a very high pony tail and cut it straight across at the ends it layers it. Now I have NEVER tried it! For layers, it's more random than precise. You can have your hair wet if you want, it really doesn't matter that much. Be careful, I know someone that cut her own hair and it looked awful. If you mess up badly, go see a professional.
