Since you have green eyes and fair skin, you don't need much because you're probably already beautiful : ) BUT if you want, try smudging some dark coloured eyeshadow (yes shadow not liner too harsh for asians, I'm asian) perferably a dark brown on the top eyelid near your eye and then curling the lashes and adding some mascara it will make your eyes huge. Then maybe a little bit of blush to make you look like you're glowing from the inside out.

The combo of the green eyes and black hair is a great contrast; and therefore you can basically put on any shade of color and it'll look fine.

I totally recommend nice earthy tones, like baby pinks, nightsky navy, jungle greens, and shimmers are nice. Also, for dramatic days, the "Cat Eye" look with a good quality liquid liner is extremely sexy. Blush is also good, but apply very lightly, or it can excentuate your cheekbones in an ugly way.

And for gosh sake, don't wear too much makeup on your skin... go with light coverage if any. It can be hard to match skin color for makeup, and you won't want to spoil the effect of pale skin and dark hair by giving your skin a wierd tone.
